I suspect that your problem is a faulty window switch. I don't know about the V70s, but I suspect that the switch is similar to the ones on the 900 series. See this discussion of how to clean the switches in the FAQs:

I would work on this before I tried jumping the motor. Might be able to jump across the switch, too, which would be easier.
