UPDATE 200

1) i would advise against pitting a jumper between pins 1 and 3 of the "transistor": this would feed a 14V to the gauges resulting in wrong readings (they would exibit higher responsiveness)
2) the TCA700Y "transistor" is a constant voltage supply (10.5 v) for the temp/fuel gauges [there are two analogues from National (LM10M2 and LM378 AFAIR(!) ), both have mirrored pinouts].
The pin2 is connected to the ground via the 17Ohm resistor (with 16Ohm one i'd got a 10.25V which is 2.5% different from the 10.5V)

PS: All the gauge clusters i'd got in my hands had the resistor fried..
