This sounds like a problem with the engine speed sensor on top of the bell housing. Or most likely due to failed insulation on the inductive sensor giving the ECU an incorrect signal. Until the sensor/cable completely fails, the ECU will fluctuate the idle when the signal is intermittent. For $28 bucks, replace it any way.
