I had the card tucked away and the number committed to memory (I thought).

I tried putting in the number I remembered three times after which I just got the OFF message. I got the card out (yes it was a memory problem), put in the correct code and still got the OFF. Further research, and the solution was that after three attempts you have to leave the radio on for an hour before it will let you try again.

You didn't mention if there were failed attempts, but my situation sounds very similar.
