emmissions help

OK, I finally am back to try and get through emmissions in CT. I failed and my readings were:

HC: 86 (100 limit)
CO: .05 (limit .32)
NOx: 832 (limit 700)

Frankly, I think it is my cat, but my entire exhaust is not good.

Any quick fix ideas just to pass?

If money were not an issue now (which it is)I would have a custom headers and dual exhaust built, and pick up a low restriction cat...
