I read his initital post to mean that the in-tank pump is in place and he's having problems. If so, I'd be suspicious that the in-tank's pressure is causing some kind of cavitation in the mechanical pump. I might try disconnecting the power to the in-tank and see if the situation improves. This wouldn't prove anything if the problem didn't get better (as you said, the in-tank might be a bottleneck), but would be indicative of a mismatch between the pumps if it did. Just an idea...
