Broken Wheel Lug Bolt 850 1997

I broke one of wheel lug bolts while doing rotation - front wheel. I put too much force. Any suggestions how to fix it. The broke part still sits in my wheel. Will replacing rotor fix the problem.Is it safe to drive with just four lugs.
