Shift lock solenoid 850 1994 Turbo

I replaced my microswitch a few weeks ago as to remedy a non functional shift lock mechanism. To no avail, as the switch was not the problem. Ordered and finally received my solenoid and switch kit from Volvo. Last night in ~15 degree weather I decided to install it, along with a thermostat. About a 1/2 hour later the solenoid and switch kit was installed. My shift lock still does not work! Errr! I took my trusty Fluke meter and began to probe wires. I have ~13V+ on the hot lead of the connector to the solenoid. The signal works in conjunction with the brake pedal, so I am assuming it is right. I could hear the microswitch click when I moved the shifter, so I am assuming that it is making contact as well. So now, where is the ground signal to come from. I am assuming that the ground is to the chassis and is constant. (which is where I grounded my meter for probing) Am I wrong, could the ground be isolated and triggered with the brake pedal as well? Maybe from a relay somewhere? Any help would be great as I am now frozen and irritated. Thanks in advance.
