Headlight Bulbs V70-XC70 1998

We have mandatory headlights in Ontario and I am replacing the bulbs 4 times a year at $20Can each. Anyone know where to purchase cheaper H7 bulbs (of course other Volvo models use the cheaper ones) OR is it possible to turn the headlights off (dash control is fixed in on position)?
