Many bulb manufacturers recommend turning lights off when starting the car due to possible voltage spikes. Volvos (ones I've seen anyhow) normally have a switching mechanism that turns headlights off when key is turned to start. Check that your car is doing this.
As for Blue type bulbs (refer reply by Mike.H) I wouldn't recommend them for snow bound areas (poor definition and increased glare). I have found very good reliability in my vehicle fleet using Philips Premium globes (advertised as Xenon 30+) or similar. These are sold in Australia in Hella packaging.
