More air S70 1998

Hi,

Because I was away for a few days with friends, I decided to leave my Volvo w/
my parents.

He mentioned that there seem to be a plastic thing near to the horn that seem
to be restricting the air into the engine. He tried removing it, but wasn't
able to do it.

The plastic part I am describing is on right hand side of the vehicle ( when
you're facing it ). Right beside the horn ( right-hand side one ), there is
this plastic part that for some reason is restricting air into the engine.
I know because my Dad and I tried removing the screw this morning and saw that
if we remove this part, there would be more air flowing into the engine. But
we weren't unabale to do it.

Do any of you know how to remove it ?
