2001 V70 Throttle Response V70-XC70

I just started driving my wifes V70 2.4T and notice instantly how bad the throttle response is at any speed. Between the transmission that can't decide what gear to be in and lack of throttle response, I am searching for a solution to bring the car into the 21st century. Would chipping it help...is it an intake problem...turbo lag...throttle by wire...or is it just designed to let you think about what you are doing????
