Stuck Horn--Relay or Switch? 850

Hello,

the horns are stuck on my car, i had to remove the fuse to stop them from sounding.

I hit the horn last night when a car pulled out in front of me and they would not stop blowing.

where is the relay? does it have a number on it to identify it?

how do i remove the steering wheel cover?
