Electronic Climate Control System V70-XC70 1999

I have recently purchased a 1999 V70 XC and I am having trouble with the heating & cooling system. Every time I start the car and turn on the vent (no AC or heat), the fan will go on for about 5 seconds and then shut off. Once it turns off, the AC off button and the recirculation button will flash for about 20 seconds and then go off.

I looked in my owner’s manual and it said that this meant that there was a malfunction with my Electronic Climate Control System. Has anyone experienced this before or know of a way to find out what the problem is without paying to have it diagnosed at the dealer? There is also a computer plug-in under the armrest; is there any type of devise that I can purchase to plug into this and diagnose the car myself?
