Error Codes - Can they be set during startup 850 1993

I just replaced the head after a timing belt mishap. Everything is aligned corectly, the engine turns, the gas flows, but there is no startup. I'm thinking CMP sensor but there are no codes set when I try to start the engine. Does the engine have to be running before codes are set?
