Emergency brake re-do V70-XC70 1998

Hello experts,
I noticed my rear brakes were making a rubbing sound, so I tried to lift the ebrake handle and ... nothing. The handle had resistance the first time I pulled on it, but then there was no resistance at all after subsequent pulls. I believe either the pads separated or the spring broke, or the cable died.
Before I pull off the rotor which needs replacing, should I call IPD and just order their "rebuild" kit? Or should I pull the rotor, throw away the bad parts, put the rotor back on and wait for the specific parts?
Fortunately, I seldom use the ebrake, but the rubbing sound is not a good sign and must be delt with very soon. Like this afternoon.
