Various cooling issues with '96 850 850

My parents took the 850 in this morning to have the Sacramento Volvo dealer independently verify that that the engine had not suffered damage from the events that had transpired last week at the Volvo dealership in Southern California(where the heater core/evaporator/radiator/cooling fan/t-stat/expansion tank cap were replaced), and low and behold when the car was in the repair bay and the cooling fan was no longer working and coolant spewed out from the expansion tank cap. The service manager is going to get back to my parents sometime this afternoon, but they are saying that they will need to replace (the less then one week old) fan and relay, and want to install a new engine coolant temperature sensor-even though a check engine light never came on. I am also having them take a look at the radiator which was also installed last week. All of the parts that were installed last week, and the labour, are under warranty, so my parents should not see any cost from that. Why it is so difficult for the Volvo dealers to get my parents 850 in a proper running order, I do not know, but this is really just starting to annoy me greatly. Hopefully I will have something positive to report later this evening. Take care one and all :)
