Surging Idle C70

Hey All,

Recently had my 1999 C70 HT serviced, including a timing belt change. Since the service (one week ago) I have had a surging idle. Not only is it audible through the exhaust, but the tachometer will bounce from 800-1000 RPM. Could this be from an improperly changed timing belt. The mechanic mentioned something about the spring loaded "clutch" on the exhaust cam. Any ideas?
