Steering Wheel Play & Noise V70-XC70 2001

Ok folks, this is my first FWD Volvo after a long line of RWDs.

Problem: Lots of steering wheel play, clacking noise when turning rapidly from side to side especially at low speed.

Inspection: Looked under D/S dash and inspect steering u-joints. They are in good shape, but... splined shaft leading up into steering column has lots of play in all directions. Play is the same with steering wheel tilted/telescoped in all positions.

Question: Is there a way to tighten this, or does something need to be replaced?
