Removing/replacing headlight wiper blades (wiper motor won't move) S40-V40 2001

THe usual cause: ice build-up on the headlights freezes the blade arm into position and starting the windshield spray/wipe sequence.

Anyway, I haven't seen any after-market blades around and am seriously considering the removal of the arms from the shaft since it looks to be about $1000Cdn for the repair job with no guarantee that the motor is working or more parts aren't needed.

My opinion: this is the most teats-on-a-bull feature I've seen on Volvos and not worth the effort; so I'd like to pull the arms.

Any suggestions or alternate ways of verifying how dead the motor or electronics is?
