You can buy the lenses separately, Volvo brand; changeout takes about 20 minutes. The Volvo tech where I bought mine (Precision Volvo, 978-948-7778) said the Euro reflectors are a little different but I can tell you the effect on the stock, plasticky US reflectors is still dramatic.

Since DOT aims some of the light up (to hit highway signs), you probably can't aim them low enough to keep all the extra output from bothering (or blinding) oncoming drivers. That's why stock US cars don't come with HID, and it's why Vision Plus is not sold in the US.

The E-code lenses create a hard, horizontal cutoff with most of the light falling below oncoming drivers' eyes and onto the road. The right side of the beam angles up 15 degrees to pick up roadside hazards, joggers and signs, and I've had no trouble seeing overhead signs with E-code lenses.I'm using Vision Plus, which is halogen lighting with 50% higher output.

Did I mention the FAQ's at Daniel Stern's website? He's provided a lot of info about the subject http://www.lighting.mbz.org. Better (than DOT) lighting is one of the most sought-after mods; in my opinion it's one of the most important.
