Fan (?) starts with car and stays on continuously V70-XC70 2005

I have a 2005 V70 2.5T - LPT. Beginning recently, about 5 seconds after I start the car, I hear something "spinning up" from the engine compartment. I have to admit, I haven't opened the hood yet (duh). I don't have an assistant here and it is in the 20's today, so I'm being lazy and posting here.

This item makes a very noticeable sound, and its speed appears to be constant (independent of the motor). It makes a bit of a "whirring sound" like a turbine which makes me think it is more than an electric fan. While driving, it is barely audible over the road/engine noise. At idle, it is very noticeable. It runs constantly, only while the engine is running.

Furnace broke last night, car today, what's tomorrow?
