Bad Parts Experience V70-XC70

As far as changing control arm and bushings I always thought you were to do final tightening with the suspension loaded, Came across a video of a German or Swedish guy in a shop swapping out control arms on a V70 with the car on a lift and the front suspension sagging. Is this wrong
