Please check the fuel pressure regulator vacuum lines first. Lack of vacuum will over pressure the fuel system and essentially flood the cylinders at start up and low idle. If the vacuum line to the FPR has gasoline in it, you will need a new regulator.

There is not supposed to be any pressure in the fuel rail after the engine has been turned off for 30 minutes. Leaving the key in position II without running the starter does nothing, it is the initial turn to posII when the fuel pump relay activates the fuel pump for about 2 seconds to build up just enough pressure to let the injectors spray fuel. However, having the key in posII does run the idle air control, which pumps air into the manifold and just might help the O2/fuel mixture get lean enough to ignite.

Next cold start, look at the end of the tail pipe and see if there is a puff of blue smoke when the engine starts. That would be a sign that the engine is overrich.
