P0410 still failing after replacing pump and valve. S70

I have to say the replacement pump and valve were marked "made in China", so I'm not entirely sure I put good parts on. But, the pump noise happens normally as far as I can tell.

Cleared the CEL fault. At first, I was able to go a couple of days before CEL light. Now, it's pretty much next day and the code returns.

The pump was installed before I could replace the valve (had to order the gasket separately). my real-time ODB2 reader shows a status of "UPS" on SAS then OFF.

Replaced the primary O2 sensor a couple of years ago. But, my second O2 sensor has been flatlined for years.

How do I diagnose this?
