For what its worth:

My 1999 V70 T5M was a Euro delivery, so I had to get a California smog inspection to get it registered here.

Here are the emission readings (at 220 miles):

@2500 RPM

HC (ppm) Max Allowable: 130 Average 12 My Car 0

CO(%) Max Allowable: 1.00 Average 0.10 My Car 0.01

@ Idle:

HC (ppm) Max Allowable: 100 Average 17 My Car 0

CO(%) Max Allowable: 1.00 Average 0.00 My Car 0.01
