Turbo was here... now it's gone. Bummer. 850 1996

I have had my '96 850 T for a couple years now and have never had the Turbo working properly until early this summer. I had replaced all vacuum hoses and the boost controller at the suggestion of a few here but no difference. Then last June I was swapping out a part or two at my "Go To" Volvo graveyard, the brass clamp that holds the 2 sides of the Turbo together was hanging down as the bolt had snapped... anyway I was talking to the head guy about my non functioning Turbo and he told me to do the following... he said that this is a common fix in 850 turbos.
Take the heat shield off the top of the Turbo (3 bolts.. I think 12mm) Once off you are looking at the top of the turbo and an arm extends out towards the top of this unit and attaches to the centre of the top of the waste gate and the arm is held in place by a cotter pin. Well he said the cotter pin rusts and becomes detached and the arm that opens and closes the waste gate does nothing. So you get no Turbo. Well in my case the pin had broken off and was lodged inside so I had to drill it out before replacing the pin.
Cost... less than a dollar and after replacing the heat shield I took her out for a spin with my fingers crossed.

What a joy to drive... I have done a lot of work on this car in the last couple years... timing belt assembly and front brakes and suspension were the last items... and now I was being rewarded.
But alas, a couple weeks ago I was passing someone with Turbo kicked in and it shunted and faltered and then was gone. What a bummer.
I rechecked all hoses and replaced the controller with the one that wasn't bad in the first place... still not working. Checked my fix and still together. I have noticed some small oil deposits from somewhere under the
intercooler but see no evidence of where it's coming from. It seems like cleaner oil than what might be in the car right now.... I need a Fall oil change. Any suggestions... I really want my Turbo back.
If your Turbo has gone or you never had it ... check under the heat shield ... t's an easy fix and you may be surprised. Thanks for any / all input.

PS... just reading down and found Klaus' comments about 3 pin clamps being outlawed... is the clamp site on the waste gate more accessible if the car is on a hoist? perhaps i have a leak there?
