Seat belt-need removal tool? now unstuck but mechanism broke- need

Well, I finally got the seatbelt unstuck, but the locking mechanism is broken---there's a piece of metal missing. Thought I'd switch out the locking mechanisms with one in the middle back seat since it's never sued.

1. are the locking mechanisms the same for front & back? I do have another old volvo that I could get the lock from too.

2. I tried to unscrew the post at teh bottom of the buckle, but I need a special tool apparently....what is it and is it readily available?
