The things you describe are mostly all ACCIDENTS as you say (with the exception of drunk driving - which is EVEN stupider than racing on public roads). And in my area they ARE cracking down hard on old farts getting licenses - my F.I.L. is a F@cking dangerous driver - thank God they wouldn't let him renew his license.

Deciding to race is no accident. You going 3X the speed limit, take out my daughter on a tricycle, you die. Not a threat. Just a fact.

Hey, I know speed (actually acceleration) feels good. So does handling your willy, but last I checked it's not such a good idea in public. The laws aren't there to pick and choose from. Petition to change the laws if you like, but public safety laws are fairly unmoveable.
