blower fan again 850

On the subject of my blower fan not working again.....took glove box out and lower bolster to access and check everything out. Connections appear to be OK as I removed and hooked back up. I may have stumbled onto something. With the blower switch on, I turned the key on and the blower makes a dull tick...with the blower switch in off position it does not make the tick when the key is turned on. My assumption would be that the blower is getting power but acts like it is stuck, but could a resistor or relay make the blower do this. Over the winter it was squeaking a bit but always worked, figured it would need replace at some time anyway.
