Starter, electric, or fuel problems? 850 1993

I don't know what's going on. I'm having intermittant starting problems. I live in Phoenix and this issue just started happening. I'm assuming it's because of the heat, but it may not have anything to do with it.

Anway, here's what happens, keep in mind, this only happens one out of every three starts:

I'll turn the key, the starter cranks, seemingly at full capacity, but the engine won't turn over. I'll turn the key again and the engine will begin to flutter, heave, rev up and down as if it's going to quit, and then slowly but surely begin to climb to a normal idle. I'm not getting any trouble lights except for in the middle of the fluttering and huffing and puffing, then, the "check engine" light will come on until the engine begins to operate normally. Once the engine is started, I have no other problems.
