engine operation temperature S70

Today at Toronto the temperature is -20 Degrees C. My 1998 S70 has problem bringing the engine temperature up to normal operation temp during highway curising (The temp. gauage shows the engine is 1/2 way from normal temp even after one hr of highway driving.) The engine temp. goes up significantly when driving at city. Is the phenomenon normal? Is it really because the ambient temperature too low? Thanks for any advice
