I think Volvo did offer a non-metallic red and a blue until this year.

To answer your question directly, it's probably the same reason you can't buy a Mercedes E-Class diesel station wagon with cloth seats and a stick shift in the US or a similarly configured 5-series BMW diesel wagon ... they don't think they'll sell many and they can sell (or lease) more of the loaded cars at a greater profit.

At least the Japanese don't expect you to pay EXTRA for metallic paint!
