You want to expand the spreader wheel. Make most of your adjustments at the rear wheels, then just fine tune it up at the handle. Make sure the adjustment nut up at the handle is turned in most of the way so you have plenty of adjustment available at the handle when you are done at the rear wheels. Here's what the shop manual says for adjusting the E-brakes. Good luck.

PARKING/EMERGENCY BRAKE
1) Adjustment at the rear wheels is done with the Emergency Brake Handle
in the down position. Remove rear wheels. Rotate brake disc until adjustment
hole is directly over adjustment screw between brake shoes. Adjust
brake shoes by turning adjustment screw upward until brake disc can no
longer be rotated. Adjust shoes by backing off screw 5 notches.
2) If there is play between cable and lever, fine adjustment
can be made at parking lever. To access adjustment screw, remove
square cover plate located under armrest on center console. Turn
adjustment screw so full parking brake activation is achieved between
second and eighth notch. Install cover plate.
