seat belt not retracting easily 850 1997

I was wondering if there is a fix for the retractor. I can only pull the belt out going back and forth multiple times before it is long enough to fit around me. I took the interior cover off and found the belt not rewound correctly so I pulled the belt out completely and slowly rewound it correctly. This still didn't fix my problem, it feels like the locking mechanism is catching to easily.
