Intermittant front end shake 850

Was having a problem with my 94 855 turbo 130k miles about 1 month ago- vibration on the highway- took it to the front end shop and they replaced the lower ball joints, road force balanced all four tires and gave it a four wheel alighnment and all was good until now. Now I will get a wicked front end shake like my front wheels are out of balace at highway speeds-BUT it does not happen on every road- at about 55-65 MPH the car will run smooth on some roads but shake vigorously on others, ESPECIALLY when I take my foot off the gas, I can feel the vibration right though my steering wheel, somtimes bad enough it shakes the dash- and it continues to shake worse when I appy the brakes to try and slow down- almost feels like warped rotors, but I know the rotors are not warped because I will not get any pulsating at other times. Would worn struts cause this? Bad axles? or is this indicative of another worn out front end component? Thanks
