Tranny in L, 1st or 2nd? 850 1995

I drove my daughter's 850T and put it in Low to help rev it up, she kind of just slowly drives from here to there and never gets the turbo engaged (like a little old lady). The 850 goes into 1st gear and stays there, even if engaging L at 25mph.
My V70 will engage 2nd gear until I come to a stop and then stay in 1st until I shift to 3. Then I can shift back to L and the V70 shifts back to 2nd.

Question: is my 850T tranny supposed to do that? Is the kickdown cable too tight? Shouldn't the 850T shift to 2nd like the V70 and only shift to 1st after stopping? It is hard to stay above 30mph, just to stay in second.

Oh, tranny selector mode E or S has no effect.
