Turns out the release ring is by the side of the car in the trunk. You have to 850

open the panel to access the tail lights and then look high on the rear fender. You pull the loop towards the rear of the car to pull the plunger out of the filler door. If you're tall, you might not see the loop unless you bend WAY down. At least I couldn't see it.

Or you can do it the way I did if you don't see the loop after opening the access panel to the taillights. Of course that involves taking off the trunk floor panel, then the side panel to the trunk (which gives you a really good look at the solenoid that needs to be replaced and the metal rod that goes to the rear of the car so you could access it from the rear light access panel in about 15 seconds if you knew where it was.

Seems like that information could have been in the owners manual under fuel, or locks, but I couldn't find it there, either. One disconnected lock solenoid for now, since mine only seems to work in the "lock" direction.
