The 28 lb reading is the normal low (suction)side pressure when the compressor is running. The 110 lb reading is the normal (umcompressed) pressure of R34 when the ambient temperature is high. Your clutch is probably worn and will not pull in when it is hot. If you let things cool down for a while it will work again for 10 minutes or so, right? If it is the clutch there are spacers that can be removed for a few more years of life.
