rough idle and MAF or FPR 850 1994

Good advice- I took the idle valve off-there's like a metal shutter that was stuck half open and closed-I cleaned it with carb cleaner and it really freed up. With no voltage on it it stays half open/ closed-is this normal? The hissing noise remains but since I cleaned it' the rough idle is still there but MUCH better. Saef bet to change it?
