It should be a simple thing for your "mechanic" to take off the timing belt cover and verify the proper location of the cams in relation to the driveshaft. It can only be in one place, which is why IPD developed the cam lock tool for us beginners. If you take the cover off yourself, you should see a lot of whiteout on the cam gears and the block and the white specks better line up.
Of course, he could have done everything right and you developed a vacuum leak in the elbow that is against the block, right behind the alternator and under the thermostat.
