My S70 wheel covering started to peel what looked like paint. It became two-tone. It was a southern car that had 65K on it when I got it. The interior is nothing like the quality my 96 850. I covered it with a lace on leather cover from IPD. It looks great, better than the original painted vinyl. It's a little pricy but worth it. I don't think your steering wheel is reconditioned, just cost reduced. Sign of the times.
