OBDII was required for all cars sold as of 1/1/1996 but quite a few cars complied early - some partially and others fully. If you have the connector Autozone should be willing to plug in to it. The connector must be located within 3 feet of the driver. There's a list of early adopter at the link below and indeed it includes the 94 850 turbo.
