what is an ELCD Purge Valve??

Just took a look. No idea what ELCD stands for but it is the canister purge (CP)valve for gas vapors...there's one that I believe it is on the fan shroud at the front of the engine bay. Without it functioning properly you'll get a trouble code much like you get if your gas cap isn't on tightly. It can be checked with a pump like you see in the diagram below:
