what is an ELCD Purge Valve??

What indications should one get when the vacuum is applied?
Holds vacuum? Closes/opens switch?

Is there one of these gismos on a 96 850T. I am getting a CEL with code P0172 (Auto Zone). I replaced the gas cap and the CEL is still on. My mpg has increased since I have had the CEL. (27.5 average, 33 interstate @65mph and no headwind)
If I didn't have to do something for NYS inspection I would leave things as they are.
