PCV or no PCV 1998 V70 T5 - cleaning PCV system?

OK
My car has all the symptoms of a plugged PCV system, but there seams to be a lot of information around suggesting that turbo cars don't have a 'flame trap'??
I am getting oil leaking from the cap, collecting in the head.
It also has a bad elbow in the vacum line behind the power steering pump - tonight I got the stump off and put a cap on the intake to block the vacum leak, the hose - where does it go? I cannot feel anyway to get it out down below where I could remove the other stump end and then put a new elbow in place?
