There is a switch above the clutch peddle which disables the cruise control AND also informs the fuel injection system to inject at idle speed. The ECU is informed of clutch engagement and throttle position, so if you let off the gas and push on the clutch, the ECU knows how much gas to inject for idle.
If you are rolling and in gear, when you lift off the throttle the fuel is cut off at the injectors. But if you push in the clutch, fuel is supposed to again flow.
Why this only happens when the tank is above 1/2 is a puzzle.
