If I get this properly, it sounds like you have a clogged oil breather system which can be rectified by cleaning/replacing the oil separator and the hoses associated with it. That should eliminate the oil/seal leak.
The throttle body cleaning? That depends. If you are saying that the intercooler weep hole is dripping oil while you are running, then one of the seals in the turbo is wearing out and the turbo will eventually need rebuilding. A rebuilt turbo costs about $350 plus labor for R&R, the dealer will only supply new parts.
My weep hole also does this. It is not as bad as it was before I replaced the oil spearator, but still there. The air piping is coated with wet oil, as is the throttle body, so cleaning it will be futile. My milage is still great and there is no degradation of performance.
