ok update, so tonite i was looking at the dash and with the ignition in position II(engine not on) the ticking is more faint and with each short "tick" the lights on the interior A/C contorls(only) go on and off. Then when I switched on my road lights and wham i get hit with air full power thru the vents EVEN THOUGH the air was on 0....this just gets stranger? I kept playing with the road lights and everytime they were on the air would go full on and when i turned it off the air would go off but then with the car on and the A/C compressor on i got it to stay on for almost 2 mins without it stoping but then it would stop for a sec intermittently every min or so, (it would make cold air tho)
