Strut Noise S70

My 99 S70 AWD with 125,000 has had a noisy front passanger side strut for a while now. One mechanic said it was the strut, another the mount. I can grab the top of the rubber at the mount and rotate it by hand on that side but not on the drivers side. I got a used assembly (strut, mount, spring, seat) with 49,000 miles on it and installed it today. Went for a test drive, and it has the same noise. Checked under the hood again and I can rotate this one by hand also. Did I get a bad strut? or is there something else that could cause it?
